Packaging built for
every market's regulations

From the EU's PPWR to individual regulations in the US, Korea, and China — VALOOP consults on the regulatory landscape and develops packaging that fits it, end to end.

Global Packaging Regulation Trends

Regulation around cosmetic packaging is tightening quickly across every major market. Below is a summary of the key trends — specific requirements may still change as each country finalizes its implementing rules.

EU

PPWR (Regulation (EU) 2025/40)

In force since February 2025, directly applicable across all 27 EU member states from August 2026. The pivotal turning point is January 1, 2030, when mandatory Design for Recycling, minimum recycled-content requirements, a 50% empty-space cap, first reuse targets, and bans on certain single-use packaging all take effect simultaneously. Recyclability grades and recycled-content thresholds then tighten further through 2040.

US

United States — State-Level EPR Expansion

States including California, Oregon, Colorado, and Maine are rolling out Extended Producer Responsibility (EPR) programs for packaging on their own timelines, each with different recycling targets and restrictions on substances like PFAS. There is no unified federal standard yet, so compliance has to be planned market by market.

KR

Korea — Packaging Material & Method Standards

On top of the Framework Act on Resource Circulation and Extended Producer Responsibility (EPR), cosmetic packaging is already tightly regulated under the Ministry of Environment's standards on packaging material and method — including caps on empty-space ratio and the number of packaging layers. Many of these rules predate the EU's, so meeting Korea's standards is often a strong starting point for global compliance.

CN

China — Packaging Simplification & Recycling

Under the Law on the Prevention and Control of Environmental Pollution by Solid Waste, e-commerce shipping packaging simplification rules are already in effect, alongside a growing number of pilot programs for recycled-content use and expanded producer responsibility. The pace of enforcement varies by region and industry, making it especially important to track current developments.

How VALOOP Helps

A-Z consulting, from regulation to finished packaging

VALOOP starts with the EU's PPWR and works through the specific regulations of markets like the US, Korea, and China, diagnosing a brand's current packaging against each. From there, we develop and supply compliant packaging — in the right materials and structures — directly through our AI-matched sourcing network, acting as one partner from consulting all the way through execution.

Carbon-Reducing Logistics

We factor carbon-reduction performance into logistics partner selection, and measure and manage the carbon footprint of major shipping routes using LCA (Life Cycle Assessment).
